Plenty of providers sell "100 IPs" or "500 ports". It sounds generous and it measures nothing. A rotating pool hands you a different address on every request, so counting them is like counting the raindrops in a storm — the number is enormous, unverifiable, and unrelated to what you get.
Data is the thing you actually consume. A page of HTML is a few kilobytes; the same page with images and scripts might be two megabytes. If you're scraping text, a gigabyte goes an extremely long way. If you're loading full pages in a real browser, it goes quickly.
